One thing, being a native to Colorado and in High School at the time, Littleton isn't and wasn't a small town in 98/99. It's a suburb of Denver and blends into the city and covers a lot of area. People who don't live here don't understand that fact. Littleton is basically Denver. It wasn't a small town mentality that kept law enforcement from acting. Before Columbine having a shooter in a school was something that people just didn't think was going to happen. We didn't have active shooter drills, it was also a time before mental health for children was taken seriously. You're putting today's standards of acting onto a different time period.
