I think a lot of navies convert older ships to spec ops duties, not just the soviets. Certainly the US made a lot of use of the USS Halibut and USS Seawolf (referring to the deep-sea intelligence operations detailed in Blind Man's Bluff). The modifications required to successfully house and deploy a fully equipped commando team probably impairs regular combat functions making it unattractive to sacrifice a front line multi-million dollar sub for spec-ops insertion.
